kernel32: add stub for WerRegisterFile

Part of bug http://bugs.winehq.org/show_bug.cgi?id=23473

About half of functions for Windows error reporting http://msdn.microsoft.com/en-us/library/bb513635%28v=VS.85%29.aspx are located in kernel32, so i made a new file wer.c for it under kernel32. If it's not ok, please lett me know
