setupapi/tests: Uninstall .pnf if uninstall of .inf failed

SetupUninstallOEMInf() fails on some machines if you pass the .inf file
(http://test.winehq.org/data/tests/setupapi:misc.html). Passing the .pnf
file
on works on those machines, but fails on others
(https://testbot.winehq.org/JobDetails.pl?Key=7881). So try both.
