[winspool.drv] Fix some test failures on Win9x/WinMe

Hi,

We don't have many Win9x/WinMe boxes on test.winehq.org with a printer 
but this solves at least some failures on a WinMe box.

I'm not sure why pGetPrinterW was protected as it looks like it's 
available as of Win95 but I used it in check_win9x() as well, just to be 
on the safe side.
