Description:
    Now that the 32-bit and 16-bit icons are separated it no-longer
makes sense to use the 16-bit cursor/icon structure.  This patch
creates a new structure in winuser.h for holding cursors and icons, it
also prepares the way for multiple-frame animated cursors (following
patches).
