[PATCH 1/5] mciavi: First check inputs, then (perhaps) stop and act.

Hi,

it's time to drain my patch queue accumulated in over 2 month.

The [PATCH N] marks the order in my git tree more than actual dependencies.

Testing shows that many commands do NOT stop a playing AVI on native.
Furthermore, the MCI generally performs input checks first,
 and only stops when preparing for successful command execution.
Rejected commands do not disturb a video currently playing.
