cmd: move all tests to test_builtins.cmd. Add tests for set "FOO=bar" and echo %~dp0.

As requested by Alexandre, we'll just have one big batch file for all
builtin commands for now.
This patch renames the existing test to reflect that,
simplifies it by turning off echo, and
adds two more simple already-passing test cases to the big batch file.
