[winspool.drv/tests 1/3] Fix some test failures on Win9x/WinMe

Hi,

Win9x/WinME use a different last error.

I also added a skip() to be a bit more verbose in our output. We don't 
have many boxes on test.winehq.org with printers defined btw but then we 
don't have many real Windows boxes anyway.
