cmd: Add test for 'if' case sensitivity

This patch adds a test for case sensitivity in 'if' with and without the
'/i' option. This tests for fixed bug 21145 (
http://bugs.winehq.org/show_bug.cgi?id=21145).

The test passes on both Wine and WineTestBot.
