[2/3] Patches to implement EM_FORMATRANGE

This patch implements changes to handle use of target HDC DPI vice using
display HDC DPI.

Corrected display of Wordpad and other program Print Preview displays.

Again this patch was coordinated with Dylan Smith
<dylan.ah.smith at gmail.com> and is based on code proposed by Tony Rollo
<tony at rollo.name> in 2006.
