[PATCH 1/5] midimap: Have GetDevCaps error out when no MIDI device is present. (resend)

Hi,

GetDevCaps and Open must return compatible results.

This is the first of a series of 5 MIDI patches, the fifth
contains the tests. Beside that, they are quite independent,
the order is that in my git tree.

IIRC I already sent this one and there was an "apply failure".
Here it is rebased against wine-1.1.39.
