shlwapi: Partially implement SHGetShellKey (try4)

  try4: skip on <=win2k too, seems to crash on win2k at least like on win98

try3: skip on 9x, it seems it doesn't survive after this call even with 
valid parameters set; use max. access mask to open keys.
for implemented case it doesn't seem to be important to create 
*/Explorer root key, cause it's always created on startup anyway
(with native shlwapi too).
