fusion: Implement IAssemblyNameImpl_GetDisplayName more completely

This should have been sent with my earlier fusion patch. It provides a 
more complete implementation of IAssemblyNameImpl_GetDisplayName, and is 
also required to fix the slow DirectX installer bug (22774).
