kernel32/tests: Skip fewer tests on Win9x.

Hi,

The change in ordering in test_GetVolumeInformationA avoids skipping
the tests on win9x.

Testbot-proof.  I hope WinME, for which there's no testbot, will behave
the same in QueryDosDeviceA.
