shell32: update for simplified Chinese translation (and more)

Hi all,
I updated the Chinese (simplified only) translation, getting rid of
all "errors" and completed some "missing"s. Copyright lines have been
added, name's Cheer Xiao. All corresponding dll/exes has been "make"ed
and there is no compiler error. I haven't compiled the entire Wine, so
I'm not sure whether some tricky mistakes may be present. Paul Vriens
told me I should send each patch in a single mail so here is the list:
