[APPDB] Localization of appdb.winehq.org

Hello, Dear developers of WINE.
We would like to offer you to localise the web site for other languages.

There are necessary additions
for functioning GetText in the first patch and the localised file index.php
in the second.

Also should be installed gettext and class Locale (a package pecl-intl)
for locale instructions.

We ask you to consider our offer. Thanks.
