[1/2] shlwapi/ordinal: Partially implement SHGetShellKey

  Used by IE6 to retrieve settings or something else stored in Streams 
subkey of Explorer key.

Finally I decided to skip tests hard on everything <= win2k. The reason 
is that same ordinal used for different calls on pre-XP versions, for 
one named of them there's a special skip. I tried different parameter 
set on failing versions, but it still crashes while running fine on XP+.
