[PATCH 1/2] msvfw32/tests: Add ICDecompressQuery format tests.

Hi,

these new tests reveal:
- RGB with negative height must be accepted.
- Native has a sort of identity decompressor and ICLocate will accept RGB->RGB
  (I don't know whether any app depends on this).
