msxml3: Don't force parser encoding when loading from file

This fixes a regression introduced by 
9f1fb46543fccc9075a2dd6fea9f16423ba60728.

We can't force parser input encoding to utf8 while parsing from file - 
an old behavior needed here,
the problem is visible as a created document with no child nodes.

Spotted this while testing http://bugs.winehq.org/show_bug.cgi?id=20223 
(installer dies much earlier than a report says).
