[PATCH 3/3] winmm: MCI_INFO doesn't change the output buffer in case of error.

Hi,

I've fed testbot with all buffer sized from 0..N for all 5 MCI
devices in the past, but here I've removed every test but 2.

You may notice that MCIERR_PARAM_OVERFLOW is generated under different
circumstances by MCI_INFO (or not at all) than MCI_SYSINFO.

Again, don't call mciSendString("info ...", dwRetLen=0) in native.
