ntdll: Set the IdleTime-member from the SystemPerformanceInformation info class in NtQuerySystemInformation

Like explained in http://bugs.winehq.org/show_bug.cgi?id=18705 applications expect IdleTime-member of SystemPerformanceInformation to be non-zero. This patch reads it from /proc/uptime, if that fails (and on Apple) it just fakes a non-zero value, like is done already in SystemProcessorPerformanceInformation
