winmm/tests: Share common function dbg_mcierr.

Hi,

Initially I wanted to do the same with test_notification until I
realized that midi.c uses a different form of it (it's not MCI
notification).

This patch does not add to winmm_test.h.  I thought it was not worth
pulling in another set of dependencies.


BTW, I now performed getDeviceID tests using mciavi.  I'll have to
choose another target (likely sequencer) because OPEN_TYPE_ID does not
work with MCI_DEVTYPE_DIGITAL_VIDEO (nor DEVTYPE_ANIMATION)!  No
typical system maps "DIGITALVIDEO" to mci*.dll/drv.  Really weird!

They all use MPEGVIDEO, but the string in winmm and what "capability
device type" returns is "digitalvideo" (unlike "sysinfo installname").
Native is inconsistent and breaking functionality.
