[PATCH 1/9] CMD: Make tests supply stderr + more diagnostics

This is a precursor to a subsequent patch which breaks on NT4 when
stderr redirect isnt supplied but stdout is on the CreateProcess call.
It also add additional diagnostics as its almost impossible to debug
the cmd tests without them.
