ws2_32/tests(1/3): Test SIO_ROUTING_INTERFACE_QUERY

More from the "because I can" variety.  This one (WSAIoctl code
0xc800000014) shows up in a large number of debug logs, so I decided
to implement it just to shut it up.  Implementing it turned up a
legitimate bug, too, fixed in patch 2/3.
