winemenubuilder: start shared desktop shortcuts through their .lnk files

Changelog:
* winemenubuilder: start shared desktop shortcuts through their .lnk files

For a .lnk file on the shared desktop, generate a .desktop file that
starts the .lnk file (which is what we already do for menus since it's
more reliable) and delete the .desktop file when the .lnk is gone.

.lnk files on the user desktop are still treated the old way, since
their deletion would break the above mechanism.
