[1/3] wined3d: don't drop VBOs for full buffer reloading without conversion

This is an unmodified resend of the patches I sent a while ago, but without the 
first patch that dropped the vbo creation call from buffer::preload. I could not 
reproduce the circumstances that I thought lead to a crash.
