msvcrt: Add tests to show that utime() can take a NULL-pointer for the utimbuf structure field

i checked the whole test passes in wine's test bot, but as it partly currently crashes wine, i disabled the part that crashes wine, until wine is fixed.

the reason for dynamically loading utime with GetProcAddress is that there was a problem crosscompiling the testexecutable. I got a link error, seems to be a problem with mingw according to google.
