[PATCH 2/2] winealsa: Loudly recommend Pulse users to upgrade to handle_underrun.

Hi,

I've split out the loud error message into a separate patch such that distributors
can choose not to include or revert it on systems where it's not needed, while
keeping the "handle_underrun if possible" handling in the binary.
