appwiz.cpl: Run winebrowser directly instead of using ShellExecute

Registries are not complete enough when we attempt to install Gecko 
during wineprefix creation. Also, it seems more right to run 
winebrowser. Otherwise we may have strange side-effect if iexplore is 
registered for opening http: URLs.
