winealsa.drv: Request ALSA period time to match MMDevAPI period time

This should follow Eikum/Loukianov's rate limiting patch.

For now we don't consider a snd_pcm_set_period_ error a failure.
At a later stage, after experimenting more with variable period
length in exclusive mode, we'll determine when to raise an error
and refuse to open with one of CREATE_FAILED or INVALID_PERIOD.
