[1/2] crypt32: Fix Quoting (try 3)

As tested on Windows(R) 7 Home Premium x64, "CertRDNValueToStr" Doesn't
handle the quoting.
Instead it's made on "CertNameToStr" with CERT_X500_NAME_STR flag.
I think, this is the easiest way to solve that.

Fixes an error at step 2 with PunkBuster(TM) Setup, on the Steam(R)
version of America's Army(R) 3

Try 2: renamed the quote-functions.
Try 3: grr, changed that, what Juan have criticized. ;)
