msvcrt: Add _atoflt and _atoflt_l implementations (try2)

I'm not sure about MSVCR_ types inside msvcr80, for wrappers it's enough 
to have an empty struct pointers, if we really need proper types please 
let me know.

try2: _atoflt moved to msvcr80 where it's exported for a first time.
