wined3d: Don't apply and invalidate the framebuffer when clearing the device's fb (try 3)

This time makes sure the fb state is invalidated if we're applying a non-
device framebuffer. Since we can't mark single states clean that means the 
state is invalidated whenever context_apply_clear_state touches the 
framebuffer right now.
