[PATCH 2/3] user32: Implement semi-stub of GetCursorFrameInfo.

Description:
    The attached patch adds the ability to return the delay between frames
of animated cursors (as well as static cursors).  I extensively tested this
some time ago outside of the test system (with a custom C program, now lost
with many of my other files) and I have now re-created those tests within
the Wine test system (finding many new quirks along the way, many thanks go
to the Test Bot).  Even with this additional testing I have so-far been
unable to figure out the purpose of the second argument (something to do
with multi-rate animated cursors?), so I've thrown in a "semi-stub" FIXME to
display the arguments.
