wininet(1/7): Allow finding hash entries of a specified type

It's implicit in the code right now that all types are expected to
have "URL " as their signature.  This makes it possible to be more
explicit, and will be used in subsequent patches.  (It also prevents
breaking on certain kinds of corrupt index.dat files.)
