[PATCH 4/6] user32: Add support for retrieving individual animated frames (try 2).

Description:
    The attached patch allows GetCursorFrameInfo to return the
individual frames composing an animated cursor.  This feature permits
obtaining the individual frame information of a cursor with the
existing cursor infrastructure, such as by calling GetIconInfo.  With
this attempt (versus the previous submission) the patch is split as
much as possible to separate functionality, as requested, allowing for
better review and any potential future debugging.
