[PATCH 6/6] user32: Add support for sequence-based animated cursors (try 3).

Description:
    The attached patch adds support (and simple tests) for
sequence-based animated cursors.  This functionality allows animated
cursor frames to play in the proper order (for cursors that reuse
and/or reorder frames).  This attempt is reworked against the revised
patches 1-5.  The previous attempt removed a redundant define for the
sequence ID tag that would have been created by the first attempt,
many thanks go to Henri Verbeet for his keen observation.
