Description:
    The attached patch revises GetCursorFrameInfo to only output a
FIXME when the second parameter is non-zero.  This change was
requested by Dan Kegel due to a significant amount of console spew in
RollerCoaster Tycoon 3.  In addition to downgrading the FIXME, some
documentation is added to the comments to describe the appropriate
GetCursorFrameInfo usage and that the second parameter appears to do
nothing.
