[PATCH 1/6] winmm: Check callback flags prior to opening a driver.

Hi,

winmm ignores notification failure, which doesn't mean there's no
checking beforehand.

Roughly, w9x performed more checks, while later systems
accept bogus input, e.g. a 0 DCB_WINDOW.
