dxgi: Fix GetDisplayModeList parameter handling (try 2)

try 2: Style fixes. Drop UL from constants. Skip test which needs at
least one mode to be enumerated when there are no modes.

This allows to get a bit further in DX10 SDK samples.
Changed trace to fixme as flags were and still are ignored.
