[1/2] wined3d: call frag_pipe->enable_extension under the GL lock

This patch and the next one reduce the number of ENTER_GL / LEAVE_GL calls a 
little. They improve performance by about 10% in my draw overhead test(180-
>200 fps. Windows gets about 1100). The performance impact in real games will 
be much smaller, probably not measurable in most games.
