kernel32: add stub for GetThreadPreferredUILanguages (try 2)

After testing another app (ClassicShell from http://bugs.winehq.org/show_bug.cgi?id=28645), I found that just returning FALSE in the stub made that application crash. So I changed the stub to return succes, that allows ClassicShell to get around the crash.


This fixes the first crash in http://bugs.winehq.org/show_bug.cgi?id=28648
