winealsa: Loudly recommend Pulse users to upgrade to handle_underrun. (try 3)

I forgot to mention that I took the 1.0.24 number from
Andrew's comment in winealsa/mmdevdrv.c:make_handle_underrun_config
and forgot to cross-check with the alsa/pulseaudio release notes.

It appears that there's nothing newer than 1.0.24, so the wording is not appropriate
