winmm: waveOutReset returns all buffers.

Hi,

Now there's only one caller of MarkDoneHeaders left.
This is a precondition to my WHDR_DONE patch.

Device is no more used outside the critical section.
The is_out parameter prepares the changes for the day
when I'll distinguish WAVEIN from WAVEOUT calls, which
I mentioned missing in my winmm review a few month ago.
