mscoree: Add ICorDebug interface support (try 4)

Hi,
Changed to use ICLRRuntimeInfo::GetInterface, suggested by Vincent.
Moved the #undef to the header.
Correct test for when mono or .NET is not installed.
Call the CLRMetaHost functions directly, suggested by Vincent.
