ddraw: Improve GetScanLine stub so it's usable for timing related tasks (try2)

  - make the comment a little more verbose as requested by Christian

This patch also changes the behavior when vertical blank is in progress.
The function is implemented so it behaves similar as LCD display on 
Windows 7.
