[PATCH 3/4] hhctrl.ocx: Properly show HTML Help dialogs without Tri-Pane display (try 2, resend 2).

Not all HTML Help dialogs use a Tri-Pane display, this is especially
true of help dialogs that are embedded into an application.  The
attached patch hides the toolbar and the navigation pane when a
Tri-Pane display is not requested.  This version of the patch has been
updated to use an inline function instead of a macro to check whether
it's appropriate to show the Tri-Plane display.
