crypt32: Test and correct CryptVerifyCertificateSignature

>From the embarrassing department, I spotted this while monkeying
around with it today.  CryptVerifyCertificateSignature has a pretty
obvious bug in it, such that it could never have worked as written.

/me slaps himself for not having written tests for it when he wrote it.

I hope the change is small enough to warrant including, and the tests
are sufficient justification, even if I don't know of an app affected
by it.
