(try 2)gdi32: rebuild the internal SystemLink every time.

Our registry or settings may have changed since initial start, 
especially on prefix creation, so rebuilg the internal system link each 
time.

for bug 16325

try2: no longer store the internal SystemLinks in the registry, They are 
being created every time and so do not belong there.
