[1/2] include/ntddcdvd.h: add definition for DVD_DESCRIPTOR_HEADER (resend)

Needed by the next few patches.

The Windows SDK tacks a zero-length field on the end,
but that isn't really needed, isn't portable, and doesn't even
compile with current visual c++...?  So let's leave it off like we
do with other structs in ntddcdvd.h.
