[PATCH 3/3] kernel32/tests: DeviceIoControl: verify IOCTL_DVD_READ_STRUCTURE outputs same buffer as IOCTL_SCSI_PASS_THROUGH_DIRECT for two formats (try 3)

Changes since try 2:
- split test off into own patch
- don't try to define scsi.h yet, just define needed struct locally
- try to open dvd for write as required on win7, and fall back to
read-only as required on wine/mac (per Charles)
- simplified.  All this does is verify the one behavior (the four-byte
header) that Dragon Age Origins relies on.
